Why are non english teams allowed in the english premier league ?

So they allow a welsh team in but not scottish or irish. If you ask me they may as well allow in Timbucto Rovers and Helmand Park Rangers at this rate. I dont want to sound sheepish about this but its completely baaaaaaaaaarmy.
