How do you go places in animal crossing?

Okay, so I just got Animal Crossing for my birthday. Rover told me to go to town hall and I tried to. I kept on pressing A, but nothing worked. So, I went to Copper's place and he told me before I could go out into the world I they had to take care of some "unfinished business." I waited and waited and nothing happened. What do I do now?
